Bulk Billing Practice Incentive Program (BBPIP) launches 1 November 2025
From 1 November 2025, the Australian Government will launch the new Bulk Billing Practice Incentive Program (BBPIP).
There are 2 parts to the upcoming changes to bulk billing incentives in general practice:
Eligibility for Medicare Benefits Schedule (MBS) bulk billing incentives (BBIs) will be expanded to all Medicare-eligible patients.
Currently, only children under 16 and Commonwealth concession card holders are eligible. BBIs are additional MBS payments made when a doctor bulk bills an eligible patient for an eligible service. The introduction of the Bulk Billing Practice Incentive Program (BBPIP).
About the Bulk Billing Practice Incentive Program
Practices participating in the BBPIP will receive an additional 12.5% incentive payment on every $1 of MBS benefit earned from eligible services, split evenly between the GP and the practice.
This arrangement aims to benefit patients by making bulk billed services more accessible and aims to benefit practices through increased MBS rebates.
Get ready to participate in the BBPIP
An expression of interest form can be submitted online to indicate your practice’s intent to participate in the BBPIP.
This form should be completed by the practice manager (or equivalent). If you are a GP, you may like to discuss this with your practice manager.
By completing the form, your practice will receive:
early access to Medicare Bulk Billing Practice signage, required to be displayed on-site if you participate in BBPIP and to be eligible for the BBPIP incentive payment
email updates in the lead up to the launch of BBPIP, including information on how to register via Services Australia’s Organisation Register and in Healthdirect Australia’s National Health Services Directory (NHSD).
Please note, submitting this expression of interest is not the same as registering for the BBPIP and a separate registration process, via the Organisation Register in HPOS, will be required, should you choose to participate.
In the lead up to November 1, practices can also use the bulk billing incentives calculator, developed by the Department of Health, Disability and Ageing, to build GP and practice payment estimates, by practice type and location. A user guide is also available with step-by step instructions to support use of the calculator.
